中小型企业发展策略的研究

论文摘要：

中小型企业发展是一个世界性的课题,在不同的国家或一个国家的不同历史发展阶段,中小企业在国民经济和社会展中都有着不同的地位和作用。中小企业可以根据市场行情的变化随时调整产品结构,改变生产方向,甚至转行。这主要是由于中小企业所提供的产品或服务大多品种单一、产量小、加工层次较低,因而能在较短时间内转产,并以量少样多的生产方式,不断开发生产新式样、新款式、新功能的新产品,从而适应变化纷纭的国内、国外市场的需要。

作为企业的经营管理者和投资者应客观的认清中小企业本身所具备的优势,又要正视当前中小企业所遇到的困难和问题,因为一方面有些困难和问题是企业成长和发展之路上必不可免的;另一方面在看到困难和问题的同时也要认识到当前政治、经济、社会和技术等到外部环境正在发生着的许多变化为中小企业的发展带来了前所未有的机遇,从而把握好这种机遇,通过努力使自己的中小企业尽快发展壮大起来。

often find a way to reduce their tax obligations through

transfer pricing, royalty payments, and negotiated tax holidays. Microenterprises, on the other hand, often fall in the informal sector, neither paying taxes nor making social security contributions.

Yet if SMEs constitute a critical dimension of growth and development and are often well positioned to achieve high revenue and profit growth, why have private and public

financing institutions alike tended to avoid investing in them? The reasons are multiple and, for the most part,

understandable.

For private investors, the amount of work required to invest relatively small sums into several SMEs seems unattractive compared to the work needed to support fewer investments in larger companies. Moreover, investing in local SMEs also often involves working with entrepreneurs who are less familiar with conventional financing relationships, business practices, and the English language than principals of larger firms.

二、中小企业的现状分析

(一)总的现状

(1)产权不清。我国有几千万户中小企业,凡属国营或集体

的资产都有是国家的企业,而它们究竟有哪些权利却不明确,可是具体生产经营要由企业来进行。产权关系没理顺,财产边界不清,无人承担企业盈亏的责任,造成国有资产大量流失。

(2)经营管理水平低。一些外于困境中的中小企业几乎无一例外都是管理差的企业,即便个别效益好的企业,也存在这个问题。目前中小企业的经营管理水平低,主要表现在:企业管理人员素质不高、决策水平低,日常经营管理水平低。经营管理水平低下使用权得许多中小企业对经营管理都缺乏有效而合理的监督约束措施或机制,企业管理混乱,人心涣散,资产流失严重。
